The most complete commentary I have so far been able to find about this amalgam of bits and pieces can be found under "Caligula (Film)" on Wikipedia. The account of the various versions (more or less pornographic) of the film leaves me, at least, very confused about this particular version. Even so, what survives of the performances of O'Toole as Tiberius, Mirren as Caesaria and, most notably, McDowell as Caligula (the best I've seen since If...) make this a very valuable contribution to film history (and also to the much less well documented history of pornographic film-making). It's technically not uncut, as the hardcore scenes, along with various other bits, were filmed and added later, rather than having been removed from the original material.
Thanks for posting this. This film was loathed by most critics and much of that was warranted as the film has many flaws. However, the film was a milestone in other respects and I view it as an interesting piece of cinema history.
