Pierre Woodman wrote in his forum a few years back that the "Bellas" were categorically NOT related, and he had seen their IDs as part of the legal paperwork that all models have to produce when they're casting. He also said that the "sister" thing was Canyon Grand's publicity stunt, which worked beautifully - not least because both women were very attractive (Angelica was genuinely one of the most perfect women ever to appear in porn) and people want to believe this. The manufactured scarcity (only 4 scenes ever together: a Cristoff Clark movie with a title that the site's filter catches, Fisherman's Wife 2, Lezioni di Pi ano and this one here) also strengthens the mythology, as does the genuine lack of heat between them (Veronica was never very passionate in anything, but Angelica always went for other girls like hammer and tongs). On the other hand: (a) Woodman is often full of shit; (b) He actually rejected Angelica as a model for Private for having too droopy tits (!); (c) AFAIK, he never auditioned Veronica.
